1.    Ahok feels betrayed by PT Agung Podomoro Land

Jakarta Governor Basuki “Ahok” Tjahaja Purnama has said he feels betrayed by PT Agung Podomoro Land (APLN) after the company allegedly bribed a councillor to interfere in the City Council’s decision on a draft bylaw regarding zoning for coastal areas and small islands.
If the bill becomes a bylaw, it will act as a legal basis for the reclamation project in Jakarta.
The company agreed to hand over 15 percent of the reclaimed land to be developed by the city administration as stipulated in the draft bylaw. However, the company apparently lobbied the council to cut the requirement to 5 percent.
“If the report is true, it will be betrayal. With me, they agree to one thing. But then they still carry out negotiations [with city councillors],” Ahok said.
On Thursday, KPK investigators arrested city councillor Mohamad Sanusi of the Gerindra Party and another individual identified as Geri at a shopping mall in South Jakarta. The anti-graft body seized Rp 1.14 billion (US$86,717) from two transactions. The first transaction took place on March 28 and Sanusi allegedly received Rp 1 billion. During Thursday’s transaction, he allegedly received Rp 140 million.
During the operation, Sanusi and Geri allegedly accepted money from Trinanda Prihantoro, an employee of PT APLN, whose CEO Ariesman Widjaja surrendered to the KPK on Friday evening after being named a corruption suspect.
The City Council has three times delayed approval of the draft bylaw. Ahok suspected that the delays correlated with negotiations between certain parties on the City Council about the 15 percent requirement.
Ahok said he would never agree to revise down the requirement. “I have told the city secretary that I will insist that the figure is 15 percent. It is based on advice from experts,” he added. (bbn)


2.    Statistics agency foresees a deflation in April

The Central Statistics Agency (BPS) has reported that Indonesia saw 0.19 percent inflation in March, bringing more hope for deflation in April after the government cuts fuel prices.
The year-to-date inflation stood at 0.62 percent, while the year-on-year figure was at 4.45 percent. Indonesia’s core inflation in March stood at 0.21 percent. Meanwhile, year-on-year core inflation was 3.5 percent.
Of 82 consumer-price-index cities, 58 experienced inflation in March while the other 24 recorded deflation. The highest hike in average prices occurred in Bukittinggi, West Sumatra: 1.18 percent.
“If the onion and pepper prices drop, we will see deflation in April. Actually, the weight of pepper or red onion in inflation is not big, but the price fluctuations are so intense,” said BPS deputy head of distribution and statistics Sasmito Hadi Wibowo in Jakarta on Friday.
Indonesia, he further predicted, would face a climax in inflation in June, which is going to be the Islamic fasting month of Ramadhan.
According to the BPS, there were five main contributors to the March inflation, namely red onions, garlic, red chili, peppers and gold jewelry. Except for the gold jewelry, all the inflation contributors were related to crop failures that led to insufficient domestic supply.
Red onions and peppers led the price increases by recording 31.99 percent and 31.52 percent inflation in March, respectively. Both contributed 0.16 percent and 0.05 percent to overall inflation.
Sasmito showed his optimism about seeing moderate inflation at the end of the year as the government had started to open four out of six main ports to accelerate the distribution of commodities across the country.
Those four maritime highway hubs connect Tanjung Priok, North Jakarta, to Natuna in the South China Sea, as well as Tanjung Perak, East Java, to Waingapu in East Nusa Tengara and to Merauke and Timika in Papua.
“Maybe it explains why the government has not intervened in the price hike of onions and peppers, as they are confident about the distribution channels over the maritime highways,” Sasmito said. (vps/ags)

The slow loosening of monetary policy in Indonesia is a result of the slow adjustment of banks in cutting their rates, Bank Indonesia (BI) deputy governor Hendar has said.
As the central bank has slashed its benchmark rate for the third consecutive month, with an accumulative cut of 75 basis points (bps) to 6.75 percent, BI has called on domestic banks to trim their deposit rates and lending rates to provide the public with affordable loans.
'€œThere is a transmission lag, of course, as the banking industry needs to adjust,'€ Hendar said in Jakarta on Monday.
Learning from the past when slow transmission was mostly caused by slow demand in loans and tight liquidity, the central bank also cut its primary reserve requirement ratio (GWM) in March by 100 bps.

'€œBI began to ease GWM this year with an expectation that transmission would be faster if the liquidity was available,'€ he said.

The central bank expected the last GWM cut to lead to Rp 34 trillion (US$2.59 billion) of liquidity being cashed out and to spur lending growth by 14 percent year-on-year in 2016. (ags)(+)

4.    VP: Budget to be adjusted to declining tax receipts

REPUBLIKA.CO.ID, JAKARTA -- If state receipts from the tax sector start declining, the budget expenditure, which had been set, would automatically be adjusted to the falling income, Vice President Jusuf Kalla stated.

"If the tax revenue goes down, the budget expenditure will also automatically be reduced," the vice president remarked at the Indonesia Summit 2016 here on Thursday.

Kalla said the economic policy packages that had been issued by the government are all intended to improve the country's economic conditions.

The vice president has called on all sides to honestly pay taxes in order to support the government's efforts to achieve its development targets and to realize various development plans, which were important for the people.

"We urge the Ministry of Finance to improve technology to help all people comply with their tax obligations honestly," the vice president stated while opening the National Working Meeting of the Indonesian Muslim Intellectuals Association (ICMI) on Wednesday (Feb. 10).

According to the vice president, there are still several people who should have paid taxes but are not yet touched, not to mention the nation's wealth flowing out and being stashed in neighboring countries.

Earlier, Finance Minister Bambang Brodjonegoro had said the government would soon submit to the House of Representatives (DPR) a draft law on tax amnesty through the issuance of a presidential mandate (Ampres).

"The draft has been completed, and it remains to be submitted (to the DPR). The president will submit it to the House," Brodjonegoro remarked in Jakarta on Tuesday (Jan. 27).

The minister expressed hope that the submission of the Ampres will expedite the deliberations on the draft law, so that it would be endorsed by the house's legislation board in the first semester of 2016 at the latest.

5.    City mulls odd-even license plate policy

The Jakarta administration is considering introducing an odd-even license plate regulation to ease traffic in the capital following the cancellation of the decade-long three-in-one policy on Tuesday, Jakarta Governor Basuki "Ahok" Tjahaja Purnama says.
Traffic was not severely congested on Tuesday, when the week-long trial of scrapping the 3-in-1 policy started, Ahok said.
He will evaluate conditions after the trial ends
"After the evaluation of the three-in-one policy removal, we will consider whether to implement the odd-even policy or not. If congestion is worse during the trial period, we will implement it," Ahok announced at City Hall.
The odd-even license plate policy will last only until electronic road pricing (ERP) is introduced next year, he said, adding that the administration had done research on the effectiveness of each policy.
Under the new policy, cars with odd number license plates will be prohibited from using certain thoroughfares on even dates and vice versa.
The administration had initially announced it would prepare the implementation of the license plate regulation during the tenure of then governor Joko "Jokowi" Widodo. The preparation included issuing stickers of two different colors to be put on cars -- red for odd numbers and green for even.
However, the city canceled the plan and decided to prioritize ERP.
The city was unable to implement ERP as there was no legal basis on violations or fees even though several trials had been conducted on Jl. Sudirman in Central Jakarta in July 2014.
Ahok said the city administration needed more time to implement ERP, but vowed to push ahead with it by handing over its management to the Jakarta Transportation Agency.
Despite the city's claim, the Jakarta Traffic Police reported an increase in traffic in previous 3-in-1 locations heading from Slipi, West Jakarta, and Pancoran in South Jakarta to Semanggi, Jakarta Police traffic director Adj. Sr. Comr. Budiyanto said.
The 3-in-1 regulation, which started in 2003, required cars to have at least three occupants.
Ahok decided to cancel the 3-in-1 traffic policy after cases of child exploitation came to light in which adults were using children and babies to act as extra passengers for hire. (rin)
